Yes it can, as far as I know. Some say that the 119.x.x.x IPs are badly affected, and it's a curse to ever get assigned one of those. I have rarely seen them on DSL, more often on Evo/CharJi. However, routing on 182.x and 39.x can be different. Not always the case, but possible.
You can complain, but the PTCLCares guy usually doesn't understand technical stuff like this, so your only choice is to cry and scream until someone with knowledge regarding these things calls you back and asks if it's okay now.
I say this because last year or so (before I got GPON), I had made countless complaints regarding pings and routing, and eventually one day, I got a call from their NOC (in H-9), and the guy asked questions about Valve and whatnot, and asked me to check pings while on the phone with him, once he confirmed they were okay, he marked the complaint as solved and pings were fine after that.
I'm not sure if all the 39.x.x.x IPs are affected, but I'm on 39.40.x.x and things are fine. You on 39.50.x.x and 39.60.x.x are facing issues, which is quite odd. I'm not sure if my having GPON can have so much of a difference here, I doubt it. How are your pings towards Valve's EU servers? Even though Valve and EA servers have no link between them, whenever my pings towards EU Valve are high, my pings towards EU are high generally, including BF4/BF1, however when pings to EU Valve are low, then pings in BF4/BF1 are also low, as they are right now for me.
