Here in my part of Lahore, It was awful when I woke up at 10:00AM, pings timing out, getting 20KB/s speed, but when I came back after breakfast and checked around 11:00AM, the pings were back to normal (170ms to 8.8.8.8), and the download speed was also back to normal (240KB/s on my 2mbps connection).

You must belong to a very rich background to be able to pay Rs. 80,000 per month for a 1 GB connection. In Pakistan, most people would be lucky to have a job paying that much salary.

Strange. EU is fine for me, I was just playing yesterday and was in a server with 170-175 ms ping.

WTH :/ I'm currently on 39.50.x.x. 350+ pings on all conquest EU servers. I haven't seen ping less than 350 on ANY IP pool, at any time (including very late night and early morning).

I thought this issue was being experienced by all PTCL users in Pakistan. Apparently that's not the case.

I'll check again tomorrow after I'm back from school, but I was surprisingly having a very lag free experience when I saw your post.
I continued for about 6-7 matches on BF4 and the ping remained consistent throughout with no packet loss.

Strange. I called up their so called nomainda on 1236 and told him about my billing. He says you still have the old 4MB Package and on the new 4MB package we only charge 1750 or something like that :/

To my surprise the fb video not loading problem seems to be isolated to ptcl only. Since I have switched to nayatel I have been playing videos on fb without any problems even though the speed is 3mb less than it used to be.

Someone who has proper knowledge may be able to provide an explanation on why is this the case?

I am gonna order VDSL finally as GPON is not available in my area.
I told my local exchange that i was willing to get 30 Mbps connection and they suggested me that i get 20 Mbps connection first. Either they know their lines are shit and won't able to handle more or they are extra careful.
My line attenuation is 18 on a 12 Mbit ADSL2+ connection so my distance from cabinet is around 500m (1KM from exchange) but whatever i am gonna go with 20 Mbps first. Lets see how it goes.

Will sure to post back here when it get installed.

You know the Service lane that runs alongside Main Boulevard? Well, there are 2 new shiny cabinets with the PTCL logo on them, broken footpath stones and a sign saying 'Sorry for the inconvenience, PTCL is upgrading to Hi-Speed Network in your area'

As I was driving along, I pointed it out to a friend who lives in Phase 5, and he said that the same sign is outside his house as well.

I guess ptcl is in the phase of upgradation their infrastructure everywhere as they also installed a new shiny cabinet in my area (Totals to 5 now). I asked ptcl guys and they said this cabinet will be functional by March and it will also be fiber backed and will only support pairs of 20 mbps and up BUT they still won't provide GPON in my area. Cabinet to user end will still be copper wiring.

I am on main D-road in Phase-5 and they have setup a Fiber cabinet on the same. They seem to be increasing the number of copper DPs, one erected just to the side and they are doing some digging work on D-road near the cabinet, for the first time saw signs that read 'high-speed network' but lol, 10 minutes later they were removed for some reason. I am still not sure what they are doing. The cabinet is near by so I surely will ask for a fiber connection once the work is completed. The lineman said our tele wire will be shifted to the new DP nearby which has not happened yet.

I guess if these copper lines are gonna run from the Fiber cabinet, the DSL VPI/VCI will change too? Correct? and another thing, the telephone number will change or not? Since I wish to have this same number after the upgrade, kind of a sticky point.

Have you noticed the work Nayatel has been doing? They have put cable conduits on the main PWD-road and built access points to the same, must have noticed the digging near the Bahria turn too. I wasn't sure whose work it was, guessed it was PTCL but a friend saw Nayatel guys monitoring the work. Also, it is being laid inside the Police Foundation streets near Lahore School System/back side of Oasis School on main road.
