Its 8Mbps Connection Adsl
Line man changed pair Download became 8Mbps but SNR was 7.0 so line man said 1Mbps will be good with 20.0+ SNR than 8Mbps with 7.0 SNR so he reconnected to old pair 1Mbps . And he said problem is pair complain PTCL about line .
Also He is saying 3MBps is for Smart Tv i will get 5Mbps speed , but my smart TV is working Fine mine speed is 1Mbps
Kindly Guide me How it can be resolved?

i registered a complaint 2 months back and they still havent worked on my issue i daily contact with the costumer care guy and he say that early resolution and shit and dont resolving the issue what should i do ?

visit your local exchange and pay a visit to the BM/SDO.

I've said it many times, having exchanges connected through copper doesn't happen anymore.

If the exchange staff aren't installing VDSL, then the only way to get it is if you know someone high up in PTCL, otherwise it's not going to happen.
They need to break even as well, if they install VDSL in an area where only one customer will use it, it will take them forever to recover the cost.

This is why VDSL is only installed in densely populated areas with high demand for high speed broadband, it's not everywhere for a reason.

As mentioned above, they will install the connection without any delay if the VDSL card is already installed in the exchange. If the card is not installed, they will try to delay it as much as they can. I'm the only one in my area who is using VDSL, they installed the card just for me. Funnily enough I didn't create any fuss, I just told them since they've taken the installation charges, they have to install the connection.

I've noticed PTCL throttling torrents somewhat. On direct downloading from a website I get full 3MB/s where as on torrents it's limited to 2 to 2.5MB/s

Torrent speeds are directly affected by upload limit. Since PTCL doesn't give good upload bandwidth, the torrents are passively throttled to theoretical maximum for said upload limit. But that's just an hypothesis, may be they are throttling.

I don't think torrent speeds are effected by upload speeds. That doesn't really make sense.
