Yeap, I've hosted a server online (before the abaddon patch) and had people connect to it to test out latencies (I have a corporate internet connection for my home office, but its shit for hosting since interconnectivity between ISP's in Pak is atrocious).
You may notice that I said online; the only difference between hosting a Dota 2 game on Lan or Online is the difference between what is in the target of your shortcut to the server executable. Also, consider these games to be practice lobbies; you won't get any BP, or items, nor will your couriers or items show up on your char. It is a very rudimentary way to play All - Pak online (though if you know some one with the time, expertise, and dedication something like ICCups private server and client could be emulated, but with a lot of hardwork).
One more important thing; you will want to learn how to edit the server files (which I am not too sure about either, but the info is some where in the allied modders thread i linked) so you can increase the time it takes for people to connect (wooden pcs ftw) and the auto start command once everyone has loaded in, rather than waiting for the timer to count down. Also, jointeam good for dire and jointeam bad for radiant (or vice versa).
