there is a way alledgely cooked up by some russian players... but its not worth it considering the changes you have to do to steam files etc... google it im sure you;ll find something.

It is incredibly easy to set up, isn't illegal (unless you know how to revert d2fixup to its original state when you could play a game using the spectator client, but the owner/coder of it has since patched it up) and is a great way to play at low ping (provided you can get 10 people together).

Yeap, I've hosted a server online (before the abaddon patch) and had people connect to it to test out latencies (I have a corporate internet connection for my home office, but its shit for hosting since interconnectivity between ISP's in Pak is atrocious).
You may notice that I said online; the only difference between hosting a Dota 2 game on Lan or Online is the difference between what is in the target of your shortcut to the server executable. Also, consider these games to be practice lobbies; you won't get any BP, or items, nor will your couriers or items show up on your char. It is a very rudimentary way to play All - Pak online (though if you know some one with the time, expertise, and dedication something like ICCups private server and client could be emulated, but with a lot of hardwork).
One more important thing; you will want to learn how to edit the server files (which I am not too sure about either, but the info is some where in the allied modders thread i linked) so you can increase the time it takes for people to connect (wooden pcs ftw) and the auto start command once everyone has loaded in, rather than waiting for the timer to count down. Also, jointeam good for dire and jointeam bad for radiant (or vice versa).

but that would require regular 10 players or a league system ...and wouldn't that essentially make it pk garena room ? the reason why we play dota2 over dota1 in the first place ?
People like to play together (people always trying to get stacks in Dota 2 Pakistan chat) and they like to play on low latencies. So even though 'we' may prefer to play dota 2 over dota 1 due to the experiences had in the Garena days I am quite sure 'we' would also prefer to play lower latencies as well.
Take into consideration the fact that PTCL isn't reliable at all (load balancing, dynamic route changes) and you could make a real case for this league system of old, despite the experiences you may have had in the past. I'm not saying valve MM isn't good or fun, but it usually isn't for the majority of players who deal with game crippling lag that PTCL or any random consumer ISP might put them throw their way. What is encouraging though is that you can (if you're lucky enough to be routed) get 100ms or sub 100ms to SEA, which is about the only saving grace for Valve MM play, as EU routes get quite congested and laggy at times too.
The way I see it is that a private server, much like the one ICCup operates is the best way to get things going here, that is, to "grow the scene". Some people don't really give a shit and are fine with what they're getting, but a Local private server would be incredible for those that aren't lucky enough to get good latencies consistently on Valve servers.
Once every 20-30 games one gets to play a lol game xD (lmao)
