Actually the link affected was the Perth-Singapore one. It severed on January 10th but repairs couldn't commence until March 7th. This is the time we were put on the backup link. The Australian IINET websites gives the tentative date of restoration to be on March 9th 17:00 WST (14:00 PST) 8)8). Well it is March 12th in Australia right now and still no news :/
Guys I think I might have a solution for this torrent blocking problem.
In utorrent go to: options-->preferences-->bittorrent
Under protocol encryption check "Allow Incoming legacy connections".
Set outgoing to "Forced".
Now get a vpn software like Hotspot Shield. I tried it with hotspot. Enable it, and trying downloading the torrent..
I checked this with both public and private tracker torrents..
I have 4mb ptcl.. getting speed around 200-290kbps which isn't max but better than 0.1kbps.
Tell us if it works for you too.
it worked i have 4mb too and its working around 170 to 180 which vvvv good compare to 4 or 5kb/sec

That doesn't make any sense. The SEA-ME-WE 3 has been down since January. It still hasn't been fixed. But the actual problem with torrents only started 5-6 days ago.wikipedia said:

The torrents are recently being blocked by the ISPs so we dont leech the hell out of the backup bandwith until the repairs are done.

i have 4mb ptcl dsl connection but from last 2 days i m also unable to download from private torrent trackers or got speed of 0.1 kb /sec or 5kb. what happened to ptcl. the response from ptcl support is very poor either they even dont know about the utorrent settings or downloading tricks... :-( any idea ..... Strange to see many users with 1-20 posts in total. Either most of them are company employees hunting for users or must have been very motivated to register the forum just to comment on the thread. While at the same time they don't need to as when torrents start working, everyone will know.
What's important is to go through last 3-4 pages of thread instead of asking same question again and again and making new threads to ask the same question which no one has answer to. Its just making these threads redundant and annoying.

And it took them 3 months to come to this conclusion? Like I said, the line has been down since January...
The link that had been down was the Perth-Singapore one. We wouldn't have been affected by it unless they had to shut off all related links on the line to be repaired. This was done when the SingTel ship reached the severance point near Jakarta on 7th March, hence the throttling. We have to share a paltry sum of bandwidth (750 Mbps backup link) thats why speeds are affected.
On times such as now, when the overall Internet activity in the country is minimum. You get close to normal speeds. Like I am getting now:
So NO, torrents are not being banned.
Youtube with https is also not working from today which used to be till yesterday without any software.

Started Dead Island 2, and i find it pretty lame. The story is shit. The characters are either cringe or bland (all 6 of them), The gameplay isn't fun. Even the goddamn zombies don't behave like proper zombies. They're all fast & intelligent unlike how zombies are supposed to be like. Any fan of "zombie" genre cannot possibly like this shitfest of a game. Dying Light 2 was million times better than this shit.
