Exactly. This is why I was wondering why your Mi Max doesn't support Band 5.
Band 5 is actually a rare band in LTE bands and being used in only 9 countries of the world by just 10 companies. In whole Asia only India and Pakistan are using 850 MHz band 5 for LTE.
When a mobile manufacturer purchase an SoC chip from Qualcomm, it paid for every band to unlock. So more the band support, expensive the SoC Chip.
This is why mobile manufacturers launch devices in a specific country with bands only being used there. A Snapdragon 625 SoC might support band 5 in Pakistan where it launches in a device. But same SoC with same device might not support band 5 in U.K or Bangladesh.
I hope you understand now that the country from which you import Mi Max doesn't use LTE band 5 so Xiaomi didn't paid to Qualcomm for this band but paid for some other bands which were in use there.
Band 1, 3, 7, 38 and 40 are most widely used LTE bands so almost all Qualcomm devices support these bands by default, for others manufacturers have to pay.
This is why I only suggest people to buy only official devices from Pakistan or confirm band support before importing anything.
