Got some phones from aliexpress and gearbest recently, got NOC from PTA for them within a few days, so my imports are safe I think. Nowadays the process is quite simpler, back in the day when I imported the original Xiaomi redmi note, the process was a bit complicated and it took me quite a lot of days to get it cleared.

Even the chota Nokia will get banned if it's not an official import.

the same stupid thing was done in turkey . The government wanted extra revenue so they forced you to register your phone for 115 lira plus dual sim phone is banned in turkey . It didnot prevented terrorists attacks in turkey . Did it ? It's a useless ploy . If it was anything useful Europe and USA would had it . The only control needs to be on sims and how they are used . Plus strict survelliance on telecom companies

You got NOC before ordering or after ordering the phone? Can you please tell us about the NOC and ordering phones from abroad?

NOC is obtained after the device arrives here.

Will create a small guide on it here in a few hours, it's quite simple, I have imported many phones in the last few years and got them all cleared In just a few days. Custom was quite reasonable on all of them.

Actually the reason I want it to happen is so the grey market stops. I am talking about the so called "refurbished" brand new sets that are out there in the market, where Korean or Japanese model Android phones would be altered to look like their International variants but they're not OR International repaired phones being sold as new OR stolen phones being sold. I was also shocked to see how so many of Nokia Chinese copies are being sold in Raja bazaar, the saada kind and upon checking their IMEIs, each and everyone of them was altered and nothing was from Nokia. Ofcourse, we being some of the brightest minds when it comes to finding a loophole in the system, we'll always find another way... Fortunately or Unfortunately...

I don't know about the US market now but last time I got a T-Mobile SIM, I had to enter my IMEI number to activate it so they did have this in the past and I believe this is still going on. Plus they also have Regulatory authorities like FCC in USA, you can't get a phone unless approved by them. It is done on Company level there so consumers don't have much say in it. I don't see anything wrong with PTA doing it here.

this won't stop that .it will only put burden on the customer and additional bhata money for ishaq dar .this failed miserably in turkey .people their paid extra money to get their phones unlocked from certain people that were stolen or they were used ones .

Here we go:

Mobile Device Identification, Registration and Blocking Regulations, 2017

They have issued the rules and regulations on 12 September to do this. Not sure since when the Mobile Device Identification Registration and Blocking System "DIRBS" will start but the rules are issued. Basically:

1. Only proper IMEI phones will be allowed to work.
2. Type approval would be required, others won't work.
3. Personal use phones imported can obtain the NOC as usual for this.
4. Registration of the Phone/IMEI would be carried out using the DIRBS system to make sure it is a compliant device.
5. Mobile phones with duplicate IMEI, non-standard IMEI and reported Stolen would no longer work.
6. Those coming to Pakistan for certain period only i.e. Roaming devices, will be not required to obtain the NOC/registration for a certain period of time, no time frame is mentioned yet.
7. Consumers with non-compliant devices will be informed before hand and they will be given a chance to register.
8. Consumers can report a stolen device easily.

If I missed something, can be added but everyone can read the guideline and rules above.

Got a reply from PTA. Attaching screenshot here Imgur: The most awesome images on the Internet

PTA'S REPLY from [email protected]
Dear Applicant,

NOC is issued for personal mobile phones at the time they arrive and are detained at the customs. If the phone has already been imported and being used, no NOC will be issued.
Kind Regards,

Type Approval, PTA.

My email:
I have recently bought a Motorola Droid Turbo XT1254 from Karachi Star City Mall. It has a Verizon logo on it. Do I need to register it with PTA because I have been hearing news about such phones requiring registration. I bought the device in the first week on July 2017.
