It was throttled on some file hosting sites.

Sometimes the upload would start at 75 Mbps, but within a few minutes it would drop down to around 2-3 MB/s.

Complaining will not help because they will just ask you to run a speedtest and that shows 75 Mbps upload, so they will close the complaint.
That's what happening to me exactly. I was trying to post full season of Chernobyl yesterday at filejoker.net and it would start at 8-10 MB/s and within minutes fell down to like 400-800 KB/s.
I will not just complain, i will cancel my connection if they don't fix this. I am not paying 12,000 Rs monthly to stream youtube.

I terminated my connection as well, but for other reasons.

Be prepared for lots of calls from the retention department who will beg you to stay, or at least downgrade to a different, cheaper package rather than removing the entire connection.

Is PTCL known for throttling Upload speed? I have a 100 Mbit connection (100 Mbit download and 75 Mbit upload link on a PTCL GPON line). While my download speed is correct i hardly get 10-20 Mbit actual upload speed while uploading files to most file-hosts?
Is it some temporary thing or does ptcl throttle upload speed deliberately on high speed gpon connections? Please reply only if you have high speed GPON ptcl connection and your experience. I wonder complaining to ptcl will bear any fruit other then to increase my blood pressure.
I will have to find some other service if i continue to get 10 Mbit upload for a connection i am paying about 12k monthly.
do speedtest and select server in EU or USA region it will tell you real speeds you will get

nice looks like you have a nice lineman and he knows his stuff i am sure he will fix your issue
The lineman spent around 2 hours troubleshooting at my home and looking at the dpbox and stuff. Looks like there was a problem in the wiring in my home so he connected it directly at where the cable entered my house. Im getting like 6-7mb upload on my 15mb connection now which is right i think

Yeah upload speed on 15 Mbps connection is supposed to be around 7.5 Mbps.

I am finally saying bye to PTCL.. Nayatel has finally expanded the coverage to my house... I just paid the initial cost.. Hoping to get the connection soon.. Cant wait to experience good internet finally.. Though I didnt have any issues with PTCL except the ping issues.

Good, probably then they will listen or atleast 'FIX IT' for me since i have a static IP and they might give me better service. I don't want a cheaper connection either. Either its full upload speed or no PTCL. Its obvious throttling because at google drive i get my full upload speed.
Otherwise i am not afraid of discontinuing ptcl as i have now other options.

Went to the basti exchange today to order Smart TV and the guy (in the last room on right) told me that it's not in their policy to set up the STB over WiFi. WTH? I mean if it has built-in WiFi then why not? Atleast they can come over and test it out. I have not more than 2-3 devices running on WiFi simultaneously so I think it should work fine.
So, what are my options now guys? How can I convince them to install it wirelessly?

P.S The ONT is on the 2nd floor and the TV is on the first so not preffering an ethernet cable.
