For those wondering what the hell is wrong with PTCL, international bandwidth is crippled because IMEWE is down (as I said earlier in this thread) and SMW4 has a planned activity from 9th to 13th September, which started on schedule. Past couple of months have been pretty rough due to repeated faults in multiple cables. Even when this phase is over, I doubt things will get better for gamers because basically I've come to the realization that some dinosaurs don't really know how to make the best use of their cables with commercial deals. For example actual pings to EU range from 70~90ms, yet nothing has been done so far to actually make good use of this.
So your only hope is probably doing what MS1104 is doing in the other thread. Take it up to the companies that are running gaming servers and have them either strike a deal with PTCL to advertise their IPs or get peered through intermediate carriers for transit. Ofcourse this largely depends on their support and how far they are willing to go to provide their players better pings because PTCL itself certainly doesn't care enough (or understand it at senior management level). However one can only hope.
