Nah man Paypal can't be used in Pakistan. Its mostly made for the US.
Although what I've heard is that some people who do have a paypal account (in pakistan) do order a limited variety of things from abroad. e.g. from Amazon.com

If i buy paypal account and buy paypal ammount for it and then i pay in Newegg/amazon/ebay and i give address of shipping will it shipped to that address...
