how do I get a verified PayPal account in Pakistan ??

and is Payoneer card of any use in Paksitan ??

Nah man Paypal can't be used in Pakistan. Its mostly made for the US.
Although what I've heard is that some people who do have a paypal account (in pakistan) do order a limited variety of things from abroad. e.g. from Amazon.com

Yes you can use Payoneer Card at Citi Bank ATMS.

If i buy paypal account and buy paypal ammount for it and then i pay in Newegg/amazon/ebay and i give address of shipping will it shipped to that address...
