Do we have a longer than 10 minute video of how it performs on the base PS4 and Pro?
We don't really need a longer than 10 min video for Pro, because both DF and NX Gamer test multiple sections of the game. NX Gamer focused on the more stressful areas where performance does dip.
Because even on the Pro the performance isn't always stable.

video? There's also a performance mode on the PS4 Pro that only rarely drops a single frame during instances of high crowd density. So, never below 29fps, and that too only 3 times during the entire span of his test.
I don't think he tested with Riva Tuner's cap and changing Power management mode to favor performance also seems to have made the game smoother for a lot of people.
Several people have also reported that changing the Windows power management setting to "prefer maximum performance" doesn't fix anything. Sounds more like a placebo, but perhaps Alex will do an updated video down the line to see if these things bring about a meaningful difference. A subsequent patch should very likely fix it, though.
Generally, HZD still performs better than the consoles.
A stutter-free version vs one that isn't. Wrt frame time variation, PS4 Pro in performance mode is still the most stable performing version in the here and now.
The damage however is done. This only makes the franchise look bad and entices people to refund the game. If the audience Sony wants to attract with this port won't go out and buy a PS4 now, why would they invest in a PS5 for the sequel instead?
Sony obviously didn't intend for this to happen, and will likely fix things with a patch. Forbidden West isn't out this year, so there's plenty of time to change people's mind.
People bought enhanced consoles for 4K support, not performance modes.
People buy things for different reasons. I bought the Pro for improved performance, and am more than happy with my purchase. And even in performance mode, Horizon runs at 1200p, which is still higher than 1080p.
