$300? Hm, well if you want to spend all of them then i'd say opt for the latest Nexus 7 (2013).

However, front facing camera is not something special and i have seen chinese tablets with ridiculously low price (less than 10k) from unknown brands to have a front facing camera.

So i don't think its going to be an issue.

Is there any way to use Whatsapp or viber on non LTE Nexus 7(2013)
I only know about WhatsApp. A while ago, an XDA member shared a trick (which requires you to have a rooted Tablet).

The idea is ...
1. You setup WhatsApp on your Android Phone.
2. Back it up via Titanium Backup.
3. Copy the Backed up files (from SDCard > Titanium Back) to Tablet (same Folder for Titanium Backup to pick up those files)
4. Restore WhatsApp on your Tablet.

A PG member (@Badista ... I think) a while ago having a WiFi Only Nexus 7 (2012) confirmed it to be working.

A quick Google search showed me THIS.

It seems Viber works just fine without any special tricks involved.

I don't understand your point.

OTG support out of the box is good. But i believe its nothing to be sweat over because we can have it one way or another.

We will end up unlocking bootloader and flashing another ROM (or atleast a different kernel) anyway.

That said, the reason i am preferring Nexus 7 because of the upcoming Ubuntu Touch which will support a large batch of devices and being Nexus 7 ensure easy & long term dev support.

I still don't find Tablets to be very productive so I prefer to spend as less money as possible. And Neuxs 7 still retains the crown of being The Best budget tablet out there with brilliant performance. (build quality is still questionable though as per reviews as it looks better but doesn't fare well in falls)

OTG means it can act as Laptop/desktop replacement. I can connect anything e.g mouse, printer and keyboards etc

You reap what you sow. This is what happens when you take away choice from consumers. Even with 88% split going to developers, they can't recoup costs. Meanwhile, Helldivers 2 is a massive hit for Sony thanks in big part to Steam.
