Mods are allowed by rockstar . they are not illegal by any mean . yes you cant use them in online coz they change the files which needs to be in synced with the server

just copy your gta5 , apply 3dm and play that copy separately if you are that paranoid.

You can use any kind of mods in SP and not in MP even with legit copy . dont worry abt that
