Probably won't work.
Play Store is weird, I tried the Easypaisa card and it didn't work, but other users have reported it working.

Just use a normal debit / credit card instead.

Their FAQs do suggest that VCCs aren't accepted but as some PG users managed to make payments, I guess it's a hit or miss.

I don't remember the error, but they suspended my account for the 2nd time when I added the VCC, so I re-submitted relevant documents, got the account active again and went back to using a real credit card.

I guess it's your luck if the VDC/VCC works for you on Play Store or not.

Yes I have read it but since easy paisa help line guy told me that it will work so I just ignored this Google policy.

Care to tell how to earn 8 Ball pool cash from Facebook or miniclip website?

The first time they suspended me, it was for no reason. One day I just couldn't make transactions, so I called up support and asked why, they said account was suspended, I submitted passport copies, utility bills, they activated the account.

Second time they suspended my account was because the name of the credit card cardholder currently on my account was different from the one that was on the Easypaisa VCC I was trying to use, so the account was immediately suspended. However, even after clarifying it with them through email, the VCC still didn't work so I removed it from my account.

The thing is, it's not only restricted to Play Store. When you add a payment method to Play Store, it's basically added to your Google Wallet / Google Payments account, can be used for purchasing other stuff from Google, like phones and cases and whatnot (outside PK obviously), so they needed to make sure people weren't doing shady shit, hence the extra security checks and whatnot.

Sometimes, when I try buying apps with the credit card using mobile data or from an IP that doesn't seem familiar, they require the card number and CVC code again for extra verification.

It's easy paisa virtual debit not credit card so it should be allowed. I'm unable to understand y easy paisa want its customers to use a card on Google play store which is not allowed.

No, they're mostly in USD. MCB Lite works fine on playstore, so that's an option too. SCB Debit card won't work either because SC doesn't allow its DCs to be used for subscriptions. For example if you're buying a game on steam and tick "save card details for future purchase", you debit card won't work because then it's treated as a subscription...You have to enter your card details every time you make a purchase on steam.

Have you contacted them about it?

I once had a chat with them in their call center about confirming easy paisa virtual debit card works on Google play store or not, so they confirmed me that u can use this card on play store. But I didn't discuss VCC policy of Google payment with them since I was unaware about it.

I complained my card issue to their helpline, they gave me 45 days time to get my issue resolved. They have also told me that I will receive SMS confirmation when my card problem will be solved. Again I confirmed from them that there's no issue of VDC on Google play store.

Now received this email from easy paisa:
