they fixed pings for the same period you mentioned; that too was about two weeks ago, after which i've been on their case to fix shit.
At first they fixed it and then they said they had to take it up with PTCL for the SEA pings (EU pings nothing can be done about because PTCL themselves went and fucked them up on purpose - striker has the details on that one) and would update me of the position via email, which they still haven't done. I even told them that there was a direct peering session b/w valve and PTCL and that they only had to get the correct routing from PTCL to ensure parity across the board for connect users.
Support did tell me though that 10mbit connections were on completely different servers/backend/bandwidth which have perfect routing to SEA (and shitty routing via EU, but still better routing than 4mb and under connections).
