Is compiling shaders before playing like MH: Rise and Modern Warfare (2019) the only way to get a stutter-free experience on modern games on PC? PC

Async compute is not related to shader compilation (which is a CPU process). It's rather about execution on the GPU. The hardware being fixed doesn't really matter. Desktop (or even mobile) APIs don't allow to precompile shaders for a specific GPU even if the developer wanted to.

Stutter in Sifu likely isn't shader cache-related, because it's reproducible in the same areas where it originally occurs. It's either due to loading of assets or may have something to do with garbage collection. Returnal on PS5 also stutters when entering a new area. Same goes for Ratchet & Clank: A Rift Apart when traversing a portal.
