That isn't inaccurate, actually. Frame times can fluctuate between 33.33ms and 66.66ms in a 30 fps game, just like they can fluctuate between 16.66ms and 33.33ms in a 60 fps game. Whatever the target frame time value multiplied by 2 gives you the max value. Math don't lie

Ultimately, stutter is indicated by a sudden spike in frame time well above the target value (8.33 ms @ 120 fps, 16.66 ms @ 60 fps, 33.33 ms @ 30 fps). In the following example, even though the frame time reaches about 40 ms, it's classified as a stutter because there's a big gulf between it and the target frame time value of 8.33 ms. There's nothing VRR can do for such scenarios

That's definitely going to be noticeable as a stutter. But did you notice there's a single instance of it in the entire test? lol yeah, I can deal with an extremely rare 25 ms stutter vs occasional 40 ms stutters in the DX12 PC version. Yikes!
