According to my knowledge region 1 is expensive only because of its universal power input. Region 3 is best for use in pakistan. Only prefer region 1 if you are going abroad with your ps4.

Reg 1 and 2 are from US and UK so Taxation and Duty makes it expensive when imported to Pakistan, while Reg 3 is for Asia mainly manufactured in China. So it's a lot cheaper to us. Otherwise there is no difference in quality of the console, all are made by Sony inc.
Plus there is no restriction on playing any region game or acquiring dlc of different region and you can make any region account like UK, US or India etc.

X for back and O for enter in the UI of ps4.

Yes they will be swapped but it's not a big deal, you get use to it in 2,3 weeks. Furthermore if you are playing a Jap title; buttons are changed even on Reg. 1 & 2 consoles and when you are playing american titles you feel no difference as they swap the controls back to US or UK region. So all the difference you will feel is on dashboard which as I said you get use to in no time.
