Register on cex.io , verify your identity then using your debit card you can buy any crypto currency from there

Also you are not actually buying from PKR currency using your debit card . Debit card is used to upload the funds in USD on Cex.io then using those funds you can buy any crypto currency

You can buy bitcoins from localbitcoins.com where a similar feedback system is in place as us here, plus escrow which further increases credibility. When there is a relative dip in bitcoin price, that would be your cue to buy. Still you have to pay a little more than actual price because of conversion from paper to crypto which varies from seller to seller. Once you have bitcoin on localbitcoins.com, then conversion to other currencies is no problem. If you are buying no more than 5k PKR worth of it, I can sell you directly. If you want more of it, then localbitcoins.com is the most convenient that I have found.

It's still like OLX of cryptocurrencies & localbitcoins is not responsible in case of a fraud/scam . Right now cex.io is the best option in Pakistan , they are reputable London based company & were the first to offer the mining cloud services . I also bought from local sellers first but their rates were very high

Per 8 lac PKR of it, I got at the rate of 8.4 lacs PKR.
Yes, if you aren't hesitant involving your credit/activated debit cards, then other places may give you somewhat better rates. But if converted to a purchase of 10k PKR eg, the difference is reduced to like 3-400 rupees.
