Format and Reinstall is not possible as it is has effected the Storage Partitions and not the Windows itself

should use good AV
anyway...you can use Avira rescue CD.....burn to CD and boot from it...make sure you check to remove infected files in settings
P.S. if it delets some system files then you may have to repair your windows~
http://www.avira.com/en/support-download-avira-antivir-rescue-system

Download ISO file not exe file, it'll to get infected
if u have access to clean system u may use Unetbootin to "burn" ISO to USB
and in future use good AV..u have 2 Gig RAM and Core2Duo, what's stopping u from using one?
u can use AVira free version or ESET SS which i have been using for past 3 yrs.

Tips and solution:

Solution is simple re-install the operating system first.
You following statement is wrong my friend.
Format and Reinstall is not possible as it is has effected the Storage Partitions and not the Windows itself
Because your win files have been modified which means you can't see hidden files and such things.

Anyway, when you install a fresh copy of Windows go to search and type .exe in box (obviously check search hidden files and folders in XP) when you see folders delete them you know what I mean. By doing this you can remove this virus without even installing antivirus which I myself hate to do so.

Tips:
Never open a single folder or any drive by double clicking use explorer or right-click open even when you're running SEXP.
Use tool from my attachment created by the great Vishal Gupta (a.k.a VG Microsoft employee) to disable autoruns from all drives or from all removeable drives either and be happy.

@Styles! All that lengthy work for what? Just to remove a New Folder or some Autorun virus? Comon
I think i have done that a million times with "Trojan Remover" which was a piece of cake. A simple scan will do the trick nicely.

@Hasan! In addition to that, download any IconPack to use with WinXP. The Newfolder virus is difficult to differentiate from normal folders because they look the same. Eventhough you can sport the NewFolder Virus by seeing the Description where it shows it as "Application" instead of a Folder. But lets just admit its not practical.
Using IconPacks will help you differentiate it easily.

That said, XP gets infected very easily with viruses, so if that system have 1GB of ram and some good P4 2.8Ghz processor, consider moving to Win7 32bit. Performance wont be As Good As XP on that specs PC but it'll be secure.

P.S. IF your system is already infected by some AutoRun or a NewFolder virus, it will be difficult to clear it with any AntiVirus softwares whatsoever. Spyware Doctor or Trojan Remover, these are the programs which come in handy in this situation.
