Since firefox updated to v61, it has enforced TLS 1.3 and I have been experiencing random SSL errors popping especially on mainstream sites like google and linkedin. Though, all my usual sites have the errors. They do run fine mostly but once such error occurs, a slew of other SSL errors come on each refresh till I leave it for a while and try again.
I have manually changed the fallback TLS version to 1.2 in the browser settings (about:config) and now it works fine.
After some research it seems that it is indeed an ISP related issue. Though I can't fathom, how will I be able to get a technical person to understand it, on top through their crap technical support helpline. i will have to wade through all that cache clearing and stuff.
