is ptcl blocking torrent sites?

1337x wasn't opening on either Connect (cablenet) or PTCL.
Just checked now on Connect upon seeing your post and it is opening now alongwith glodls, rarbg and limetorrents.
On PTCL,1337x and Rarbg aren't opening but others are. So no they aren't actually blocking it per se I think. I usually restart my router and they start to open. Maybe it is specific to some IPs.
They are not blocking but as soon as you start downloading torrent they start throttling your connection
Strange, this hasn't been the case with me. I get 300-450kb/s on my 4mb connection anytime of the day.
1337x is the best website after Extratorrent has been closed. Unfortunately, i couldn't access it after the last undersea cable issue. Now i have to use VPN after it. Same goes for Rarbg.
Most private torrent trackers are blocked on PTCL (I have both PTCL and Nayatel connection). Although they do not throttle torrents as far as I know ( I can dl the torrent file via VPN and then use it just fine on normal PTCL).
I have 8mb connection. Torrents were working fine till a few days back but now they are having speeds of < 1 kbps.
Since when did ptcl adopt this shitty policy of throttling torrents.
Does it work on vpn / proxy?
for me it was even doing throttling on vpn .i use vpn for multiple purposes .whether I did streaming or download torrents with or without vpn .the throttling kept on happening .that is why I left ptcl
