not sure why but daily night after 7pm my internet speed goes down to 1mb or 3mb from 8mb connection and fixed itself after 3am or 4am and work fine all the day but again after 7pm its continue the problem ... i also complaint about it but just always said it will be fixed in 24 hours!!! anyone also facing this problem ? should i move back to normal connection maybe its a vDSL line problem . please help or give me more info how to fix this issue.

What you need to do is to monitor your linestats over a period of time and then post a graph/screenshot here to better understand the problem! You can use tools like Routerstats lite (if your modem is not supported, you could try adding it)!
This will give us an idea as to what happens to your connection.
If you are unable to generate a graph, you could provide your linestats for before and after 7 pm for comparison!

Yes, it is a technique to throttle 'heavy' users during peak hours ... but I am not aware of it being implemented here in Pakistan ... though I believe users downloading 'illegal' torrents should be throttled, but, it should be open and transparent policy to make it clear before sign up!
On the other hand, many things start generating 'noise' in the evening like fluorescent lights that can interfere with dsl and wireless connections. That is why monitoring stats for line noise can help to understand the underlying issue.

Normal DSL user here, after 7 PM the latency climbs and speed falls from most of the servers. It clears up after 11.30 PM though. I think this happens because most of the DSL users are on shared DSL rather than a dedicated line for every single customer.

As far as solution is concerned, you could ask PTCL to shift you to a less congested dslam ... might have to pursue it ... a visit to the exchange might help ... would be difficult as they usually don't do that due to bandwidth issues as bandwidth is shared ... there is also no guarantee that the other dslams would not be crowded as well!
