Information on SATs, Help with future Universities

Just started my AS level last month. I decided to do a little research and think ahead to have a fair idea of what's going to happen after my A levels. However, this led to confusion and Google doesn't seem to be helping much. Got a few questions here that I hope someone could find the time to answer.

First of all, what's up with the SATs? Are they mandatory? I've been told that one needs to give them and get a good score if one wants to apply to the US. But are SATs ONLY for the US? What if I applied to, say, UK or Malaysia? Would SATs help me out, or even matter, there?
Someone recommended that I give SATs this year. I've seen lot of people giving SATs, and they seem to be really busy all the time. Some have even said their SAT preparation is interfering with their A level grades. Which makes me reconsider giving them.

Secondly, I know this might be a little vague, but what are some of the world's best universities? I've looked up rankings around different websites, but there is a constant variation. I'm aiming towards Computer Science or Petrochemical engineering after A levels. Also, generally speaking, is the US really the best place to get university-level education as most people say?

I would say, give em in A2 before feb would be a good idea.
Sat 1 is used in many US uni's, also used in lums/nust for buisness related subjects.
Sat 2 is requires by less uni's in US, but nust/lums take it for engg subjects.

So if I've decided not to apply to US, I shouldn't bother with SATs?

SATs are primarily concerned with USA. There is no requirement for you to give SATs if you want to apply anywhere else.

However, many people give SATs so they can prepare themselves for the university admissions i.e admission examination. Just in an overview way.

Well than its better that u give sat 2 with chem,math and phy.
If u get a 2100+ score u can get admission in nust's cs program, more the merrier ofc.
Also the sat syllabus is almost equivalent to the nust entry test/lums test etc.
