Tried Doom Eternal's method of fixing FPS (that is set the graphics preset to low and then back to the desired one), it works for a bit here as well but the performance tanks again after a while, just tried riding a bike and everything was going OK so far up until V put his ass on the bike and WHAM! FPS dropping to below 30....Now playing Phantom Liberty and LOL at the performance issues including memory leaks. Seems like they just can't get anything right the first time.
