I am not sure if it counts as Zakat, Sadqa or robbery perhaps.
Also I just tell them to give me the ticket, they know they won't get a cent from the money you pay as the fine on the ticket so they tend to leave it be and they know the reason has to be real to give it. Also, even if it is against the law to not carry ID, the punishment is not jail and you can see the fine on back of the ticket.
My old driver got the fine for this exact same issue and the actual fine was 200 or 500. I paid that one on the spot, he called it "hazir jurmana" and it is signed and written and completely legal as far as I know. Another time the car tax wasn't up to date and the fine was 1500, I told him I would pay the ticket in the bank as I didn't have the money so he let me go with a warning.

So today I was going from landi khotal to Nazimabad via a rickshaw and the police stopped the rickshaw because it had no number plate at the back. So I was with my cousin and he asked us for the CNIC. I said that I don't have it then he asked where I lived. After that, without any pause, he immediately asked for rishwat, like this "Chalo beta dono pachas pachas rupee nikalo". This was the first time I was stopped by the police and asked for rishwat. The thing is that I am a Muslim and rishwat is something forbidden so I replied him I clear words "Me aik rupia rishwat ke naam nahi don ga, ye islam me manna hai. Me kuch bhi nahi don ga". Yup, he clearly got my message, then said "Thaane (jail) leke chalon" and shit like that. Then went away to deal with the rickshaw driver. After that he came back to us and said "Beta, hum ye nahi bool rahe ke ap hum ko rishwat do, hum to bas ye bool rahe han ke app hum ko chai pani ke paise dedo", I was like what da? Such immediate change in the attitude. I was running very late, and my cousin was getting desperate to reach home. I had enough so we handed him over a 50 rupees note, not in the name of rishwat but in the name of allah (zakat ke toor pe).
The haram-khor said "it is mandatory according to the law for every citizen to carry a CNIC all the time?" Is it true? If so then can you give me any reference.
So I gave him money in the name of Allah (zakat), would that count as rishwat by any chance? thought I had no intention in my mind of giving rishwat.
Seriously yar this has to stop. This rishwat thing, it is corrupting our whole nation.
First of all the money u gave him does not count as zakat at all. Zakat cannot be given to these people. I respect your thoughts and what you did was a pleasant act. But do no count the money as zakat. It was a bribe although you were forced and had no other option that time.

Well, they just find any reason to get their 'chae paani'. It will not be counted as Zakat but you mentioned , you had nothing in mind about Rishwat. So God knows better. However, all you can do is never insist them to leave or so. Be bold.
What do you mean by "never insist them to leave". Would they do something, like put a false accusation on me and throw me in jail?

Nothign , the more humble, you'll be, the more advantage they will take, Be Bold, when you are right and even sometimes when wrong. But they are just HARAMKHOR.

You people are not seeing the actual problem. He was missing his CNIC. Which gave the chance to the policeman to earn some money. Shukar karo, if he was EMAANDAAR one you would be rotting in jail right now maybe. DO NOT GIVE A CHANCE TO ANYONE FOR RISHWAT. Thats my point.

Anyway, from what I know it is perfectly halal to pay someone to not harm you if you are innocent and have no other option. It is haram for the recipient however.

Note the word - PERSUADE. In other words, it will only count as a bribe if you intentionally gave him the money to get you out of trouble. What happened in your case was more akin to bullying.

As a citizen, you need to carry your ID card at all times. If you don't have one, you need to have some other form of identification. In worst case scenario, they'll take you into police station to prove your identity and also verify your criminal record (for their normal practice).

Considering you may look like someone young and coming from a good family, the policeman would've looked like a fool taking you in to the station to have you prove your identity because he knows very well that you are an honest citizen and it's only going to be a useless hassle for you and him. Not to mention other cops that would pick on him for bringing you in only because you didn't have an ID card.

So what he did was threaten you, not by words or anything but he took hold of something which was precious to you and your cousin... TIME. He started to take advantage of the fact that he can waste as much time as he can. The final deciding factor was, is Rs50 worth the time? At one point one of you had to give in because both of you would only push time to as far as you would weigh it against Rs50 (unfortunately in this case you lost, because time was obviously more precious to you). Take an example of beggars on the street, they would only pursue and ask for money for certain amount of time until they move on. When their brain tells that that Rs10/20 is not worth the time they are spending with you, they move on.

So in short, you were bullied into paying him Rs50, because if you hadn't he would've only wasted time. You did NOT bribe him, you were a victim of bullying. Hope this helps clear up your conscious :)
