Webservices and how to access them

Any one got any idea about webservices. I need to implement jazz cash payment and what i was told was.

For redirection, Post method is used.

Regarding the payment status update use below provided link and create a web service(for the creation of web service use your own methodology) and share the link of the web service and which we will add in our gateway portal and our portal will consume your provided link. And will provide you hit for transaction status.

Method that should be implemented is DoUpdatePaymentStatus from WSDL.

so i have no idea what to do with this information. I think this isn't enough info. but what are your thoughts.

what i think is that they have this service created and that we need to access it. cause this wsdl file is on their server and it provides a listing of the soap operations available
