Ubisoft Toronto probably wanted to push the detail level higher on PS5/Series X compared to current gen and the lack of a 60fps mode means the CPU/GPU probably aren't "pulling above their weight" enough in delivering a stable frame rate. In that case, limiting to 30fps and increasing detail level beyond current gen standard with added ray tracing makes sense.
