torrent download help?

boys AOA

i have a local cable connection (NOT DSL) having speed 24 KBps, when i try to download from utorrent then connection fails. i cannot connect from any port. can you plz help me out?
THNX in ADVance.

i have standard LAN card (NIC) network interface card.
