Pirated CS are always non-steam version which you can use to play on servers like Dreamnet, PTCL, Brain-net, Zia, and the like.
So no worries. Everybody is using Non-Steam CS
And I'll update the server list. My friend told me that Dreamnet installed new IPs which receive good pings from PTCL networks. So I'll update in a couple of days.
Further steps:
Run CS, go to Favorites, add IPs of the servers. Go into a server with good low Latency, like Latency less than 50.
If you want to play on secured servers, then you must have anti-cheating software "sXe version 10 FIX 2" installed on your PC and running in the background.
After successful installing and running the sXe, run CS and then go into a server. You will be able to play the games there

SXE TROUBLESHOOTING:
1) If sXe is giving errors, eg, your CS closes before you can join a server, then turn your Video Mode to D3D and lower the bits to 16 bits.
If the above method does not work, then:
2) Lower the Hardware Acceleration from Desktop Properties > Settings tab > Advanced > Troubleshoot.
