I recently purchased Region 2 UC3 but my account region is 1. Is there a way I can swap my code with a Region 1 UC3 multiplayer code and play on my region 1 account?

You have a region 2 game meaning you have a region 2 online code. So make a UK PSN account, redeem your code on that account. Log back onto your main US account and you will be able to play online on your main account with no problem.
By the way, swapping the EU code for US code will not work since DLC is region locked and and a region 1 online code will not work with a region 2 game.
