PC Should I Go For Ryzen Or Intel? Budget [30k]

So I've A Very Tight Budget Of 30k, I Know It's Not Enough For A Ryzen Build, Will Probably Only Be Able To Buy Mobo And The Processor But I Was Thinking Of Upgrading The Ram (I've 4GB As Of Now) And Buying An SSD Later (I Already Have An Optilex Casing And HDD)

And One Of My Discord Friend Was Suggesting To Buy An i3 9100f, Should I Go For It In This Budget, If Not Can You Suggest A Suitable Build?


P.S : If You Can, Please Do Tell Me If This Is A Good Time For A Build Or If I Should Wait ^^

I Get Your Point About The Tight Budget But I Really Can't Go Over It Because Of Some Circumstances.
And 1650 Super Alone Would Eat My Budget ;P.
