Why can't you Play Reg2 online?
I've got a US account, have had it since early 2014 and have never had an issue playing 2 games online. In fact 250 hours of Battlefield 4 were completed online on a Region 2 disc.
What sort of error do you get?

Too keep it simple. Pakistan follows Region 2 ( dubai ) so mostly the games you get are coming from UAE. So keeping the subscription based comfort, try hooking yourself with Reg 2 uk Subscription ( psplus ) ... All games work on the ps4, just the online DLC issue has to be game region dependant.

Downloading Maps = DLC which is not possible if the Disc itself is of a different Region than the account you're using it on.
For example, I played Battlefield 4 (Region 2 disc) on a Region 1 account, and online worked fine, but I'd get the same error message as you if I tried to download DLC Map packs for Battlefield using the Region 1 account.
