sorry for the noob question but does icloud service removal mean that you can use @disable iphone@ or iphones that require icloud activation when startup stolen one ?

I will check the IMEI status first, if not listed as (blocked/stolen) in Apple database i will accept and proceed with the order.

Yes, by using iCloud removal service the previous account details ll permanently be removed, you can onward register the phone on your name.
