For processor, I suggest AMD Ryzen 7 5700G (~Rs. 65,000). It has 8 cores and 16 threads, rather than 6 cores and 12 threads of 5600. The more the cores and threads, the greater the rendering and playback speed.

5700G has an integrated Vega GPU with shared memory, so you won't need to buy a dedicated graphics card. But 32 GB RAM is essential for this card if used for video editing.

Remember that video editing is CPU and Ram intensive, you won't need a dedicated GPU unless you will be doing a lot of complex editing stuff that is GPU dependent such as stabilization, colour correction, Fast Blur in/out, Mosaic in/out, etc. or use DaVinci Resolve that is mostly GPU dependent.
You can buy a dedicated GPU later if you think you need more power for video editing.

Additionally, I suggest you increase the budget for a 27-inch monitor. This is the minimum size recommended for video editing. Don't go for a used one as they mostly have flickering issues or scratches. I did not find a single good used monitor during my own search.
My recommendation: HP M27f 27″ LED Monitor – FHD FreeSync IPS (Rs. 71,500).

My Recommendation:

AMD Ryzen 7 5700G (~Rs. 65,000)
X570 Plus Motherboard (~Rs. 41,500)
32 GB 2x16GB (RGB) (~Rs. 31,000)

850 WATT Power supply (~26,000)
Seagate 2TB HDD (~17,500)
Kingston NV2 PCIe 4.0 NVMe M.2 2280 SSD 1TB - SNV2S/1000G (~15,500)
ATX Gaming Case with 3 x RGB Fans (~Rs. 12,000)
HP M27f 27″ LED Monitor – FHD FreeSync IPS (Rs. 71,500).
Total Cost =~Rs. 280,000
