Forget new parts at that price. Because cheaper parts like Intel G4560 are not available easily in Pakistan.

If you want to game at that budget, buy a used 2nd generation i5 (whole system) or above and invest the rest in a graphic card.

In 30K the laptop would be much much weaker than a Desktop you can get. If your concern is not gaming then go with an i7 2600 and h61 motherboard and at least 10-12 GB RAM. Go with a software that is more CPU dependent and even a cheap GPU like GTX 1050 ( non ti ) will be enough for your work.
Get used CPU MOBO and RAM < these things if are checked and working fine can last forever so dont waste money in buying new slower hardware.
Video editing is one thing but when you compile/render it an i7 can really help in that.

Laptop for video editing will be a really bad choice in that budget. It will take 10x more time in rendering and it will get hot as well.

However, purpose you got, brand new items are not possible in that budget.

For photoshop and Video editing purpose, you could consider sandy bridge platform which will most likely fall in that budget and that will give much better and faster results. I7 or at least i5 2500K sandy bridge is recommended while look for h61 mobo and 12GB RAM as start (Video editing work requires more processing power and consumes high RAM). You will get these components in used and will probably cost you around 18-20K. Spend rest on Case, PSU and Hdd.

Well depending upon nature of your work, you can find a quad core used laptop in that budget. Like a Inspirion N5110 with i7-2670QM, but these laptops are not cooled properly. See if you can find a true quad core laptop in that range. Although PC is more powerful than laptop, but given the electricity situation in our country a laptop is preferable most of the times. If you are doing heavy photoshop / premiere stuff opt for a quad core, more ram and an SSD. These should be your priorities in laptop and desktop alike.

Yes Bro an i7 2600 is good enough for gaming. I am using the same system and i do video editing and gaming as well thats why i advised it :) I have an r7 370 GPU and i am able to enjoy the games with decent FPS. You can see the system performance on the following link
Saphhire r7 370 2GB 256bit GDDR5
Or you can visit my YouTube channel too to watch the system performance. You can go with even more powerful GPU and enjoy even better performance as this CPU is powerful enough for upto an RX 480 or GTX 1070.

Yes i have 8GB and is totally fine for editing n stuff but for games u need more than 8 now.
Mobo+Pro = 14K
RAM = 3.4K
PSU nd GPU = 16K

If you are buying from same seller you can get discount. Also the RAM if bought locally can be bought in 3K ( by locally i mean from your city pc shops ) You can go with a cheaper GPU to be under 30K like a gtx 650ti or gtx 750ti. But buy a good PSU atleast 500 watts so that u dont have to buy new one once u upgrade ur GPU.
