Need traveling advice

Assalamu Alikum all,
I was planning for Naran/Kaghan for the coming February 2018 but I was told that the area will be closed due to immerse snowfall.
I, with few friends (4-5 total) wants to go for somewhere new. Not Nathiagali or Murree. Our stay will be for 2 to 4 days (depending on the area). Things I want to get advice on :
1. Best hilly areas to visit for sight seeing, nature and sceneries.
2. How much budget is required for traveling there (considering we'll travel by local transport from Islamabad) + hotel stay for 2 to 3 nights + meal + local entertainments (like boating/misc.)
3. How much traveling time would be required so we can plan accordingly.
4. Would it be safe there? We will be having Camera gear and other such stuff.
Would really appreciate for any help I can get.

If I remember correctly, it's closed from like November to March, because the snow makes the area inaccessible.

Traveling time from ISB? I left at 10 AM, reached 5:30 PM, so it's quite long and tiring.

Can't answer the other questions.

If you want to go swat, then visit Kalam because Swat in general is a beautiful place and all, no offence, but it is pretty average/non exotic for a person living in Islamabad. Roads are good too, also it does not take much time to get there, from Isb to Mardan then Chakdara, from Chakdara take right and keep going North, very simple.
