Need suggestion/advise

AOA, I want to replace the motherboard and processor of my desktop. I need a reliable desktop for occasional gaming. I usually play CNC Generals, RA3, AOE3, COD4 series, GTA4 on my current PC but it is almost 8 years old it heats up and shuts down.
Since I am on a tight budget I decided to upgrade only the motherboard, processor and RAM. Rest of the components I will salvage from old PC, though I am not sure whether my older GPU Radeon ATI 4800 will work with newer motherboards.
After little search I picked these. Kindly suggest if any other better or cheaper option is available in 30K budget.

Take a visit to the local market, you should be able to get entire PC for 6k to 8k. I'm talking about branded HP, Dell desktops that have dual core/quadcore processors and ddr2 or ddr3 RAMs. You may even get a 1st gen i5 but depends on what's available at the shop.
Take your graphics card with you when you visit the shop and plug it in to see if power supply can handle it. You can also take an external drive with gta4 on it and run it to see if the build is up to your requirements.

Prices of DDR 4 RAM make upgrading to new PC pretty difficult if trying to build a PC on a budget. If you want to build a PC on a budget then I would recommend getting used 2nd or 3rd gen i7 processor with compatible motherboard. You should be able to get i7 for 10k to 15k (2600 to 3770k) while motherboard could be from 2k to 8k (H61 to Z77). With such system you may be able to use RAM from your older PC. Use the remaining amount to upgrade the GPU.

I visited a local shop, he offered a branded computer with some i5 processor for 13K.
Youtubers recomend buying second hand parts but I am not sure which option will provide performance and value for money.
