You can only share it across all of the accounts on your console provided the account with the subscription is on the same account and it's set to primary console.
For example, my friend buys a few games and I buy a few games. Now I want to play the game he has and vice versa. So I log into his account from my console and sign him in, making my console his primary console. He does the same. Now I still have access to his games on my account and I can play the games I own already from my account. It's noteworthy though that even though I have access my library and his, other accounts on my PS4 will only have access to his games and not mine. Also, to play the PS+ games on his account, he must have an active subscription since he has the license for the games. So if your account has the subscription but not his, you can not play the games available on his account via PS+, since his license has expired for the time being.
