MULTI Need Help Identifying a Game

OK, so a long time ago I came across this game on a Neo-Geo simulator in my computer, which somehow I had not noticed before. I used to play it and then I deleted it and forgot what it was called. However, I recently remembered it and thought I should look it up but I have entirely forgotten what it was called.

1. It was a fighting game.
2. It was a spin-off of Fatal Fury (I think?)
3. Um that's about it. It was 2D and came out around 1999-2000. Maybe.

It was like King of Fighters, but didn't have any familiar characters. Only one character, I think, was somehow related to Terry Bogart. My memory is really fuzzy.

Halp. Anyone has any idea what I'm talking about?
