You ain't getting anything for 30,000 unless you go with used parts.

Adobe Premiere and after effects require a good amount of processing power, ram and graphic support.

Minimum Budget should be 50,000

You will be sacrificing performance. What kind of editing do you want to do, HD, 4k, etc?

AMD FX-6300 6-Core Processor Black Edition (10k)
Cooler Master Hyper T4*(3.5k) you need it to cool cpu when its rendering

MSI Computer ATX DDR3 970A SLI KRAIT EDITION Motherboard (9k)

EVGA 500 W1 80+, 500W (5k)

Seagate 1tb (7k)

Ram Kingston hyperx 8GB is quite enough for media editing (5k)

Gigabyte AMD Radeon R7 2Gb (8k)

Atx case worth (3k)

DVD rw or blu ray rw drive is upto you

If you build this yourself then it will cost approx 45k to 55k (considering some mentioned parts could be cheaper or expensive)

You reap what you sow. This is what happens when you take away choice from consumers. Even with 88% split going to developers, they can't recoup costs. Meanwhile, Helldivers 2 is a massive hit for Sony thanks in big part to Steam.
