I was thinking of getting an apc 650va ups from galaxy at 10k but i just wanted to know that,will this be enough for my PC?,if yes than how much run time?.Also will i have to buy batteries separately?.BTW i have e5700,antec bp430 psu and a 16' crt.

I think it would be more than enough. But it would have been much much better had you got an LCD because LCD takes around 1/4 of the power that CRT takes (which is usually 24 out of 80 Watts for LCD).

I think your PC would get a large backup time through a decent battery in it.

You will have to change the battery once every two years if you don't drain it on every loadshedding instance.

you will get about max 30 minutes

lcd consumes less power compare to those fatty crt monitors
