Budget: $1000. Can be extended up to 1300 IF JUSTIFIABLE.

Must have:

- 4K touchscreen
- Minimum 8GB RAM
- 256/512GB SSD + 1TB (can compromise)
- 15" screen

Can buy from the States or Pakistan.

Usage is general daily use, 4K movies etc, general office work - excel, ppt, word, basic video and photo editing. The latter is important.

Don't know any specific models, but the higher end Dell XPS's will fit most, if not all of your requirements.

Any laptop with enough oomph for video editing is going to cost a whole lot more than 1000, closer to 2000 or even more. However if it is casual photo editing than some of the following choices may be suitable at <1000

Photo editing? Get a MBP. Might not cross every item on your wish list, but as photo-editing is important mbp is the way to go. And you can spend an amazing amount of $$$ on them as well
If mbp is not an option:
1. Dell XPS 13 with QHD screen + i7 CPU (XPS9360-7736SLV; 8th gen xps9360 ASSN: B076TRP9BG)(1350 to 1500 on amazon depending on 7th gen or 8th gen cpu + ssd + ram choices)
2. Asus xenbook UX331-WX51T (though not QHD only FHD) but cheaper, below 1000
3. HP Spectre 360-13t (only FHD, would need to get a certified refurb for QHD + meet price point) ASSN: B0773JVW5Z

Is 4k a necessary requirement ?
Because it is going to make a remarkable difference in price. Plus I fail to understand whether or not you would be able to appreciate the difference between 1080P and 4k resolution on a 15 inch screen.
Anyhow, which ever laptop you get, A high end laptop will definitely have an i7. Memory and SSD are expendables so no issues regarding it.
Personally I would recommed HP Spectre series as they literally stand out due to their distinctive looks and elegance.
