[NBA] Android phone in 15k

So as the title states, I'm just looking for any phone under 15k. I did a bit of research and realized the phones cramming 3Gb ram in 15k are usually not giving out a good processor so that ends up bottle necking the device. I did see a post like mine a few weeks ago but I guess it ended without any proper answer.

And I have no experience of buying phones so if you're suggesting me a refurbished or old phone kindly guide me in what to examine before buying.
