Low FPS on GTX1080 at 1080p

try this . increase your resolution to 2k so that loads shifts from cpu to gpu....
If I max the resolution scale to 200% at 1080p my avg fps 55-70.

GPU usage is 98%-100%

And cpu at 100% as well.
So basically no avg fps change at 100% and 200% resolution scale.

Bottlenecker.com shows that there will be a 16% bottleneck with 4690k and gtx1080, hence the CPU is too weak!
Whereas there is only 6% bottleneck with 4790k.
I tried wildlands as well same issue cpu is at 100% and gpu usage fluctuates from 45%-70% and 45-68 fps on very high settings (40-55 on ultra)
Hmm, can you try installing fresh windows? Also make sure if there is any bloatware/virus in your PC.
Also try avoiding plugging in the ram you got since there might be a mismatch in timings and might damage your board.

Windows defender doesn't show any virus. :/
How much are you willing to spend on the system? Also which motherboard do you have?
Before planing on upgrading make sure you do a fresh windows install and monitor if there is any difference.

its definitely a bitcoin miner infection using your PC resources to mine, check the task manager for any unusual program that might be using CPU or GPU resources, the infection might even have replicated one of the exe, as it was the case with my PC, with the bitcoin miner disguising itself as Realtek exe,

i would recommend you to run a scan your pc with Malwarebytes & Hitman Pro.

You didn't mention your monitor refresh rate. If it's 60Hz, I don't see what the problem is. If it's some 144 or 120Hz, then that could be an issue. You may also be running needless stuff in the background or have Chrome open with a bajillion tabs open. 6/10 people's PCs I use generally have so many unneeded software running so you might want to check on that as well.

1.You might wanna run MSI afterburner overlay along with the game running. Turn on monitoring of all cores. See if all cores are being utilized or just some of them. In that case you can reset your bios setting to see if that fixes things.
3. Check windows power settings. It may be set to Power Saving. It’s worth checking
2. If that doesn’t work, try running full system scan of Malware Bytes followed with Windows Defender to get rid of any hazardous infection
3. If all else fails, Use DDU in SAFE MODE to remove all drivers. reinstall updated graphic drivers from Nvidia. 388.31 is the latest one

60hz monitor. I cleared everything before running the game. Just the game and MSI afterburner is running.

All settings are on max performance. All cores are utilized and are at 100%.
I'll reinstall the driver. Can you tell how to boot into safe mode and what is ddu.

DDU is Display Driver Uninstaller
Its made by guys at Guru3d

Basically it clean uninstalls your GPU drivers from your system. Its safe and everyone uses it.
Not sure if i can post links here but you can google Display Driver Uninstaller. Get the latest version

When you unzip it, open the .exe > go to options on the top right corner>Click to enable "Enable Safe Mode Dialogue" > Close the .exe > re-open the .exe and it will ask you whether you want to boot in SAFE MODE. Click on Reboot in safe mode. Follow the prompts. Its pretty much automatic after that

Make sure to download the latelst driver from the Nvidia Website before doing this.

100% CPU usage and 60% GPU.
Whereas in "Friends in high places" both these were at 90%+
Multiplayer is worst only 30-40 gpu usage fps below 50. :/
