Laptop complete freeze with sound stutter only when charging

So I was playing Europa Universalis 4 when my laptop completely froze with a stutter sound. This only happens when the charger is plugged in. I've tried a complete new install of Windows with no luck. I'm thinking it's a hardware issue.

Can anyone recommend a good reliable repair place in Lahore?

I think you are having heating issue. Check your processor and GPU temperature if applicable.
