Is there anyway to pay via PayPal ?

My apologies in advance if this is the wrong section to post. I actually need to get some stuff from Ebay for my Nephew. The seller is in Japan and the only way to pay is via PayPal. I tried using my local CC but that didnt work so I want to know if there is any alternate or if people here provide PayPal services. I just need to pay the cost and the shipper will send the stuff to Pakistan via POST directly to my address.
