Internet suggestions please

Hey, I live in Gulshan e Iqbal block 4, Karachi. I currently have FiberLink providing services here.
I talked to the people at StormFiber and they were kind enough to tell me that within a month they'll be providing services in my area.
I'm currently using PTCL 4mbs (usually gives me 1-2mbs) and I have a Zong MBB device that works okay most of the time. In total I'm paying around 5000/month (PTCL line rent plus internet plus zong) I also at times breach the data cap set by Zong.

I basically have the following questions:

1. Is FiberLink any good?
2. Does it provide consistent speed and does it really double your speed at night?
3. According to the operator (they take 30 days for installation and the installation fee is non-refundable), they'll install my internet by 30 working days, has anyone faced issues with this?
4. Should I just wait for StormFiber? followed by the same questions as above^
5. I'm a noob, what is a Static IP and what is it used for?

In dire need of a good internet.

1) Yes it is.

2) Yes it does. The double speed on the 200 Mbps package is actually 400, no joke.

3) Absolute bullshit. Ask anyone in the FiberLink thread, they'll all tell you otherwise. They will take around 2 months at least for installation, they're short on staff and have too many orders to fulfill at the moment.
Even if you do pay them and then back out, it'll take ages for you to get a refund.

4) Yes, you should. Most SF customers are happy.

5) Your IP never changes, there are some benefits that may or may not be of any use to you, but unless you plan on hosting a server or anything like that, you don't really need one.

This pretty much sums it up. Though I would like to add that I got a text from a SF employee about a year ago that their services were available in my area and they would collect the installation fee if I want their connection. I never paid up though, because I was already on FL.

However, and this is the fun bit, I enquired them about their services again in April, and they said they'll be available after Eid. Still not available though. I would advise caution, and to contact Usman directly.
