It is possible to study Software Engineering/Computer Science. But whether you want to do it or not totally depends on what do you want to do with that knowledge. If you are looking for a "high paying" job, you must need a degree as most of the jobs require the degree irrespective of the degree. However, if you are looking for actually learning about computers and software, you can self teach yourself in a MUCH better way than taught in the universities as most of the students there are just to get grades and most of the teachers are just to do their job (needless to say both are shitty at it). If you need guidance where to start, start browsing reddit and IRC channels. Using these two resources, you can teach yourself to be the greatest software engineer of the world. But do not go there and start asking "where do i start". A million people have already asked this question. Just browse the sites and you will be amazed by the amount of guidance available.

codeacademy and w3schools, this is what i can suggest. you wont get degree but skills. which are enough
With codeacademy and w3schools he wont even get basic skills of software engineering or Computer Science.
It is possible to study Software Enginneering and Computer Science all by yourself but it will require incredible discipline. Recommended sources to study will coursera, edx or open course ware websites. But it would be very difficult to do that.

Self study of IT and programming is more than possible. To be successful though you need to select several trustworthy sources where you can start you learning, most of them like freecodecamp.org are free and include tutorials, articles, discussions: everything you need to understand Java topics or those you're interested in. Moreover, you can often rely on https://assignmentcore.com/java-tutor/ to find expert Java tutors to work with you personally. The former and the latter example are a great combination. Think about it.
